La Bill and Melinda Gates foundation ha promosso una nuova politica che blocca i finanziamenti per le apc di singoli articoli e richiede la pubblicazione degli articoli in forma di preprint e la loro valutazione (attraverso forme di open peer review).

Il motivo è quello di avere le ricerche pubbliche e aperte (non dietro paywall come accade fino ad ora) in maniera tempestiva. La fondazione riconosce che un certo grado di apertura è stato raggiunto attraverso costosissime APC che hanno creato grosse disuguaglianze fra gruppi di ricerca ed aree geografiche e come sottolineato dal recente report britannico porterà a una transizione dei cinque maggiori editori all’open access solo fra 70 anni.

La scelta di puntare sui preprint è una scelta consapevole del fatto che questi non sono pubblicazioni validate, ma consapevole anche del fatto che oggi ci sono tutti gli strumenti per validarli attraverso forme diverse di open peer review. Sulla scorta di questa nuova politica che sarà attiva dal 2025:

• All foundation funded manuscripts will be made available as an Open Access preprint with a CC-BY license. 
   
• Grantees can continue to publish in the journal of their choice but are not mandated to select the Open Access option for the journal’s version of record.  
   
• Grantees will be able to publish their preprints through Gates Open Research and other verified preprint servers.  
   
• The foundation will no longer support Article Processing Charges (APCs) or open access fees on a per article basis. Posting a preprint does not accrue a cost for the author or reader.

Consider requiring preprints and ceasing to pay for APCs to promote equitable publishing practices.

Invest this funding into models that benefit the whole ecosystem and not individual funded researchers

Support innovative initiatives that facilitate peer review and curation separately from traditional publication.

Value research output based on its merits, rather than the perceived prestige of the publishing platform.

Peer review for journals whose values match your own—where you give your labour and work for free matters.

Advocate for more research funders to adopt preprint-centric Open Access policies
